I fail to see the problem of reuniting the inhabitants of both Jordan and Palestine with their fellow like minded Muslim neighbors. After all as best I remember wasn't the West Bank area part of Jordan before the war and likewise Gaza a part of Egypt. But then I suspect neither Egypt or Jordan really want anything to do with those areas today. Maybe the solution is for those leaders in both Gaza and Palestine to stop teaching their children to hate and kill Jews. Now really would you want to give a gun to a neighbor who wants you dead. Until such time as Muslims in these two areas can learn to live in peace with the Jewish State and quit calling for it's destruction there should be no two state solution.
